Bug in 1703 UE-V - not able to use SyncProvider for apps that start many processes (Chrome). This works in 1607 for the same UE-V template (Chrome in this example).
Enabling debug logging for UE-V, 1607 detects that an existing process already is started and does not try to download the UE-V settings again, and hence avoid file locked errors for the settings package files (*.pkgdat). The relevant log line is this:
"Microsoft-User Experience Virtualization-App Agent]Orchestrator: ImportSettingsWork::ImportSettings() - Skipping sync of recipeID Google-Chrome because another process is running."
When doing the same for 1703 - it does not bother to check for existing processes and we get error:
"An exception has occurred while synchronizing settings packages. Exception message: "Cannot create a file when that file already exists."
I can just hope this problem is taken care of in 1709...
Anybody from MS care to comment on this error?

This is still and issue with 1709. We opened a premier support case and they still haven't reached out to us.

The bug does not seem to be fixed in 1709. The latest preview shows the same symptoms as 1703 does :-(
